Problem Statement & Impact Data Analyst

JOB PURPOSE

Manages the full lifecycle of problem statements (gathering, cleaning, valuation, rubric scoring, prioritisation) and provides data-driven impact analysis to inform GII portfolio decisions.

DUTIES AND RESPONSIBILITIES

• Gather problem statements from ministries, the myinovasi.gov.my portal, citizen labs, workshops and stakeholder sessions; route them into the GII pipeline.
• Clean and structure raw submissions into GII's standard format (How Might We / As-Is baseline / To-Be outcomes / measurable KPIs).
• Conduct preliminary impact analysis covering GDP and economic value, cost savings, productivity gains, time savings, citizen reach and feasibility.
• Apply the GII Rubric and prioritisation methodology consistently across all problem statements; prepare ministry-ready problem‑statement packs and shortlists for JKP, MED4IR and Steering Committee approval.
